Cities Are Facing Water Stress Amid Crumbling Infrastructure

The biggest concern, however, lies in the aging pipes and deteriorating infrastructure that local governments have been aware of for years. This infrastructure issue could threaten water supply even in times of abundance.
Drought conditions affected over a third of the nation last year, with nearly 30 million Americans living in high water stress areas, as per the U.S. Geological Survey. Data centers can consume millions of gallons of water daily, equivalent to the usage of a small town. Currently, thousands of data centers are operational or under construction in the United States.
Despite the spotlight on drought and data center water consumption, an alarming 6.75 billion gallons of treated drinking water are lost daily through America’s aging pipes. This predicament has been foreseen by U.S. officials for over a decade, with state water managers anticipating supply shortages within ten years under average conditions.
A Schneider Electric study revealed that water risks are expected to surpass all other infrastructure threats according to 75 percent of U.S. city officials and more than half of business executives. Sophie Borgne, the Water and Environment Segment president at Schneider Electric, emphasized the critical nature of the water crisis facing the U.S.
The EPA highlighted that most U.S. water pipes are between 45 and 100 years old and may contain toxic elements like lead and copper. The American Society of Civil Engineers graded U.S. drinking water with a C- and wastewater management with a D+ in their 2025 infrastructure report card due to ongoing challenges in replacing water pipes.
The EPA’s final rule mandated lead pipe replacement nationwide, estimating a cost of $625 billion for overall pipe replacement, treatment plant upgrades, and other assets. The EPA spokesperson noted that there are 4 million lead service lines nationwide, down from the initial estimate of 9 million, with additional state funding available to address lead exposure.
The daunting cost of replacing leaky water pipes, ranging from $1 million to $4 million per mile, presents a significant challenge. With over 2.2 million miles of drinking water pipes in the U.S. nearing the end of their lifespan, the total replacement cost is estimated at $1.1 trillion or more. This financial burden, coupled with funding shortfalls and aging infrastructure, contributes to the persistence of the water loss issue. The U.S. Environmental Protection Agency reports that many water pipes are between 45 and 100 years old and may contain toxic elements like lead and copper. As a result, utility prices may need to increase to cover the necessary improvements, potentially exceeding a 7 cents per gallon increase.
Water bills have already been on the rise since 2022, with the Midwest experiencing higher bills than the national average and the Mid-Atlantic region seeing a 9.5 percent increase in 2024. According to Bluefield Research, water and sewer bills in the U.S. have increased by 24 percent over the last five years.
Neno Duplan, CEO of Locus Technologies, believes that recent federal infrastructure funding is helpful but insufficient to fully modernize the aging water networks nationwide. He emphasizes the importance of investing in source protection, advanced treatment, and contamination mitigation rather than solely focusing on fixing leaky pipes.
While the leakage from water pipes may not directly create water scarcity, it poses challenges in delivery reliability and pressure management. Duplan suggests that the real issue lies in the economic and energy waste associated with treating water that never reaches paying customers.
Contamination is another growing concern, increasing water stress by reducing available freshwater. Duplan highlights the capital and energy-intensive nature of treating contaminated water before it can be reused.
