German Authorities Discover Massive Fraud In Naturalization Language Tests, Iraqi Ringleader Arrested

Authorities in Germany have discovered an elaborate fraud network that used paid individuals to take language and naturalization exams for migrants, operating on a large scale across the country.

The investigation, centered in Nuremberg, reveals a coordinated scheme to bypass residency and citizenship requirements. Prospective citizens are required to demonstrate a basic understanding of the German language.

Prosecutors state that the network operated by providing stand-in test-takers with a strong command of the German language. Candidates used forged ID documents with the substitute’s photo but the applicant’s personal data, as reported by Welt.

Applicants allegedly paid between €2,500 and €6,000 per exam. The use of authentic-looking documents made it difficult for examiners to detect the fraud, resulting in the issuance of genuine certificates used to acquire residency permits or citizenship.

The Middle Franconia Police Headquarters announced the arrest of two individuals, including a 39-year-old Iraqi man, considered the main intermediary, currently in pre-trial detention.

In addition, a 22-year-old German man was apprehended in January while attempting to take a language exam.

The network’s size became apparent in December when “10 individuals were caught acting as proxies at a language school in North Rhine-Westphalia during exams for other schools.”

Although the recent arrests were in Bavaria, the “investigations cover the entire federal territory.”

Authorities note that while there have been previous cases of forged language certificates, this method of using look-alike proxies represents a significant escalation. Bavarian investigators anticipate numerous additional investigations based on initial evidence.

Concerns about the mass naturalization of foreigners have been raised, with potentially thousands using fraud to obtain citizenship.

In one instance, hundreds of forged certificates were discovered by an official, who found these certificates being sold on TikTok.

Moreover, many cases of fraud likely remain undetected.

The German citizenship language test, which requires proficiency at the B1 level, does not necessarily indicate a strong command of the language. Nevertheless, numerous migrants have paid substantial sums for forged certificates or for others to take the test on their behalf.

Concerns have also been raised about foreign workers in Germany, including doctors and police officers who lack adequate German proficiency.
