U.S. Secretary of State Marco Rubio emphasized to European leaders on Feb. 14 that the United States remains committed to the transatlantic alliance. However, he called for a renewed partnership that reflects President Donald Trump’s priorities for national rejuvenation, enhanced border security, and a resurgence in industrial and military capabilities.
Speaking at the annual Munich Security Conference, Rubio reassured governments that despite recent tensions over trade and defense spending, the U.S. commitment to the alliance remains strong. He stressed the need for Europe to bolster its own defenses and reconsider policies on migration, climate change, and economic globalization.
“Under President Trump, the United States of America is embarking on a journey of renewal and restoration, driven by a vision of a future as proud, sovereign, and vibrant as our civilization’s past,” Rubio stated.
“While we are prepared to undertake this task alone if necessary, our preference and hope are to collaborate with our European friends, for the United States and Europe are intertwined.”
Rubio’s address aimed to both caution and invite, acknowledging past mistakes made by the U.S. and Europe since the end of the Cold War and emphasizing the shared responsibility to rectify them.
A Reevaluation of the Post-Cold War Order
Rubio criticized the post-Cold War consensus for fostering a belief that history had ended, leading to a decline in national sovereignty, industrialization, and border security. He highlighted the need for the U.S. and Europe to correct these missteps.
He also criticized the expansion of welfare states at the expense of national defense and the adverse effects of energy policies on Western economies. Rubio underscored the importance of maintaining secure borders, rejecting the notion that border control equates to intolerance.
Throughout his speech, Rubio underscored the joint responsibility of Europe and the U.S. to address strategic errors and pursue a path of restoration.
A Call for Renewal
Rubio emphasized that the renewal process should be a collaborative endeavor rather than a unilateral pursuit by the U.S. He called for a reinvigorated alliance focused on rebuilding manufacturing capacity, securing supply chains, and reducing dependence on strategic rivals for essential resources.
“What we seek is a revitalized alliance,” Rubio stated, “one that does not allow its power to be outsourced, restricted, or subordinated to external systems.”
The Munich Security Conference, known for gauging transatlantic unity, is ongoing until Feb. 15. Organizers describe the current moment as an “inflection point” marked by challenges to the international rules-based order and growing global instability.
