White House press secretary Karoline Leavitt has announced that an executive order is in the works to enhance the security of U.S. elections and combat mail-in ballot fraud. This decision comes after President Donald Trump raised concerns about the integrity of California’s mail voting system, alleging that it is “rigged” and currently subject to both legal and criminal scrutiny.
Leavitt emphasized the need for stronger measures to prevent fraudulent activities in elections, particularly highlighting issues related to California’s universal mail-in voting system. She stated, “It’s absolutely true that … there is fraud in California’s elections. It’s just a fact.”
Trump’s concerns were voiced in a Truth Social post where he criticized mail-in voting and hinted at ongoing criminal investigations.
“The Unconstitutional Redistricting Vote in California is a GIANT SCAM in that the entire process, in particular the Voting itself, is RIGGED,” Trump wrote.
“All ‘Mail-In’ Ballots, where the Republicans in that State are ‘Shut Out,’ is under very serious legal and criminal review.”
Leavitt promised to provide evidence of fraud to reporters post-briefing in response to inquiries about the basis for these claims and the entities responsible for the alleged reviews. She mentioned instances of fraudulent ballots being mailed under false identities, including those of illegal aliens.
No specifics regarding the content of the forthcoming executive order have been disclosed by the White House. Trump has previously indicated plans to implement significant changes to election procedures, such as a nationwide ban on universal mail-in voting and electronic voting machines.
Redistricting Vote Sparks Controversy
On Nov. 4, California voters approved Proposition 50, a ballot measure supported by Governor Gavin Newsom and state Democrats. This measure allows lawmakers to temporarily bypass the state’s nonpartisan redistricting commission for congressional map redrawing.
While proponents argue that this is necessary to counterbalance Republican-led redistricting efforts in other states like Texas, critics, including Trump, view it as an unconstitutional power grab.

After Trump’s comments on Truth Social regarding the unconstitutional nature of the redistricting vote and potential criminal reviews of California’s mail-in ballots, Newsom dismissed them as the ramblings of someone anticipating defeat.
Trump has continually criticized mail-in voting, citing it as a breeding ground for fraud. In a previous statement in August, he mentioned plans for an executive order to ban mail-in voting nationwide and switch to paper ballots over electronic voting machines.
Legal experts have pointed out that any such action would likely face legal challenges, as states have primary authority over election regulations, with Congress having the ability to make alterations.
Trump’s upcoming executive order represents the latest effort by the White House to tighten federal election rules, following a previous executive order signed in March aimed at enhancing election security protocols and voter registration processes.
