Known as Operation Clean House, the collaborative effort involved the Department of Housing and Urban Development’s (HUD’s) Office of Inspector General (OIG) in conjunction with the U.S. Marshals Service and various state and local law enforcement agencies across 12 cities, including Memphis, New York, Chicago, Los Angeles, Columbus, and Minneapolis, as announced by HUD on Oct. 8.

“Criminal offenders and individuals engaging in fraudulent activities will not be permitted to exploit HUD housing or reside at the expense of taxpayers,” stated HUD Secretary Scott Turner.

“Operation Clean House successfully eliminated dangerous criminals involved in drug trafficking, rape, and other serious crimes. By fulfilling President Trump’s commitment to revitalizing American cities, we are enhancing the safety of our communities.”

The apprehended fugitives consisted of individuals wanted for heinous offenses such as rape, murder, assault, child sex crimes, drug distribution, bomb-making, and weapons violations, according to HUD – OIG’s Oct. 5 report. As part of the operation, authorities confiscated 10 firearms.

This operation was part of a broader endeavor to ensure the safety and security of HUD-assisted housing.

In a statement released on Sept. 28, the OIG disclosed the arrest of 41 fugitives living in federally subsidized properties in the Philadelphia region. Among the violent offenders were individuals linked to crimes against children, arson, armed robbery, and shootings.

Combatting HUD Fraud

In the ongoing battle against fraud affecting housing programs, four individuals were indicted last month for their involvement in a $7.3 million mortgage fraud scheme targeting Federal Housing Administration (FHA) and Veterans Affairs (VA) programs, as per the OIG’s Sept. 21 announcement.

The indictment alleged that the defendants conspired to qualify ineligible borrowers for FHA, VA, and conventional mortgage loans by falsifying employment, income, bank records, and other financial documents.

“Preventing fraud within the VA Home Loan Program is not just about safeguarding resources – it’s about protecting the benefits earned by our veterans,” stated Inspector General Cheryl L. Mason of the Department of Veterans Affairs.

Furthermore, HUD – OIG conducted audits on the utilization of taxpayer funds in housing programs and identified instances of improper disbursements.

On Sept. 22, the federal watchdog revealed the outcomes of two significant audits that uncovered over $2.7 billion in projected improper payments annually across two rental assistance programs.

The audits identified $1.29 billion in improper payments in a multifamily rental assistance program and $1.43 billion in improper payments in the Public and Indian Housing Tenant-Based Rental Assistance program.

The OIG underscored that these improper payments signify funds that did not reach elderly individuals, low-income families, and disabled persons. Errors in the programs included inaccurate rent and income calculations, outdated documentation, and missing eligibility records.

For nine consecutive years, HUD failed to produce the mandatory estimates of improper payments for these programs, as stipulated by the Payment Integrity Information Act, OIG highlighted.

“These audits emphasize the crucial role of oversight in safeguarding taxpayer dollars,” remarked Assistant Inspector General for Audit Kilah S. White.

“Improper payments on such a scale are not merely accounting issues; they represent missed opportunities to support American families. Our efforts ensure that federal housing resources are expended appropriately, efficiently, and with integrity.”

The OIG urged HUD leadership to enhance supervision of public housing agencies, implement quality control measures to ensure the accuracy of tenant data collection, simplify cumbersome requirements, and modernize procedures.

The OIG stressed that enhancing payment accuracy in such programs is vital as it would lead to increased rental assistance accessible to eligible families.
