Ukrainian Foreign Minister Dmytro Kuleba expressed on Wednesday that the primary challenge faced by Kyiv in its conflict with Russia is the Western apprehension regarding escalation and the potential to provoke Moscow.
“Since the onset of the large-scale invasion, Ukraine’s greatest obstacle has been the prevalence of the concept of escalation in the decision-making processes of our allies,” Kuleba stated, as reported by Reuters.
Kuleba’s remarks come as Ukraine is urging the US to authorize long-range strikes into Russian territory using American-supplied missiles. Russia has vehemently cautioned against such actions and warned that it could lead to World War III.
“War is not just about hardware: money, weapons, resources, but the real challenges lie within the minds,” Kuleba emphasized.
“Many of our allies are hesitant to engage in discussions about the future of Russia… This is deeply concerning because without addressing the future of the source of threat, we cannot formulate a strategic plan.”
Throughout the conflict, the US and NATO have taken actions they previously avoided due to escalation fears, such as providing tanks and fighter jets.
The most recent significant escalation occurred when President Biden authorized Ukraine to utilize US weapons in attacks on Russian border regions. Subsequently, Ukraine launched an offensive in Kursk.

During a discussion with Polish Foreign Minister Radoslaw Sikorski, Kuleba made these remarks. Sikorski voiced support for Ukraine’s use of NATO weapons for long-range strikes, stating that NATO should “allow Ukraine to utilize all available resources, including those provided by us, and provide them with additional support.”
