Abbott Orders Pause On Texas Data Center Approvals Pending Audit

Texas Governor Greg Abbott has recently issued a directive to halt the approval of new data center projects through the state’s grid interconnection process. This decision comes as a response to concerns about the potential strain on the electricity grid due to a surge in demand and growing opposition to these projects. Texas is poised to become a major hub for data centers, potentially surpassing Virginia by 2030. The governor has instructed relevant agencies to conduct an audit of all planned data centers seeking grid connections before any new facilities are approved.

Developers will now be required to provide additional information on power demand, water usage, tax incentives, ownership, and efforts to address local impacts. This move by Governor Abbott is part of a broader effort to ensure that data centers comply with existing state laws and regulations. The goal is to protect the safety and quality of life of Texans by ensuring that projects meet all necessary criteria before being allowed to connect to the Texas grid.

This directive follows previous interventions by Governor Abbott related to data center projects and the state’s power grid. The Texas Public Utility Commission and the Electric Reliability Council of Texas are currently engaged in rulemaking processes to implement Senate Bill 6, which aims to establish standards for large-load customers interconnecting to the ERCOT grid. The audit ordered by Governor Abbott goes beyond the screening process for Batch Zero projects, requiring a comprehensive review of all large-load requests to ensure transparency and compliance with regulations.

The scrutiny of the data center queue has broader implications for the Texas power market, affecting reliability assessments, pricing, transmission development, and investment decisions. The uncertainty surrounding the forecasted large-load demand could impact ERCOT’s supply balance and wholesale prices. Stakeholders in the power market have expressed support for measures that ensure the credibility of large-load projects and prevent costs from shifting to other customers.

Governor Abbott’s directive reflects a commitment to protecting consumers and ensuring the reliability of the Texas power grid.
