We’re in the Midst of a Global Fear Narrative: Will “Rogue AI” Regulation Be the Answer?

As we navigate through the current global fear narrative surrounding the threat of “Rogue AI”, one question looms large – will regulation be the ultimate solution to our concerns?

The storyline has been carefully crafted, with the problem being outlined, the reaction orchestrated, and now the world awaits the proposed “solution” in the form of regulatory measures.

While the specifics of this regulation remain ambiguous, it raises two possibilities – either the authorities are still formulating their approach or the proposed regulations are so contentious that they are being withheld from public discourse.

The ongoing United Nations General Assembly and the upcoming meeting between China’s Xi Jinping and Donald Trump may offer some insights into the direction of AI regulation.

It is evident that any regulations introduced will mark the beginning of a long-term process akin to the multi-layered legislation governing social media and the internet. The aim is to create a global framework of control, with the current focus on AI safety intensifying the pace of regulatory developments.

While some speculate that the primary goal of regulation is to consolidate power among established AI giants, there may be broader objectives at play beyond mere market dominance.

Looking ahead, we can anticipate several key aspects of ‘anti-AI’ legislation:

1. Paid Access and Monitoring

Generative AI may no longer be freely accessible, requiring users to pay for usage and undergo identity verification. Monitoring prompts for potentially harmful content and forwarding such instances to authorities could become standard practice.

2. Registration and Inspection

Models created using AI will need to be registered, inspected by experts, and subject to shutdown if deemed unsafe. This mirrors the proposed “Social Media Licensing Bill” in the UK, illustrating a broader trend towards government oversight.

3. Proof of Personhood

Anonymous internet usage may be restricted, with mandatory verification of identity for online activities. This concept aligns with the notion of proving “personhood” online to prevent the infiltration of ‘rogue AI agents’ posing as humans.

While these measures represent a plausible trajectory for AI regulation, there remains a possibility of more drastic actions being taken in the future.

Exploring a Post-Internet Future

A shift towards a ‘post-internet’ era, characterized by limited bandwidth, tokenized access, or even rationed usage, could be on the horizon. Under the guise of environmental concerns and AI-related threats, the narrative may transition towards restricting internet freedoms.

Propaganda campaigns demonizing data centers and justifying reduced internet usage could pave the way for increased control over online activities. The implementation of ‘data center taxes’, restrictions on non-vital internet traffic, and censorship of digital content may shape the future digital landscape.

While the extent of these measures remains speculative, the overarching trend towards increased regulation and surveillance is undeniable. As we confront the prospect of a more constrained digital environment, the need for vigilance and critical analysis grows.

Ultimately, the trajectory of AI regulation and its implications for internet freedom will unfold in the coming years, shaping the way we interact with technology and information.
